“I think it’s a huge win for northern Ontario as a whole,” said Adam Pinder, executive director of the Sault Ste. Marie Construction Association.

“That level of development will certainly impact construction companies either directly or indirectly across the north. A road of that size, an investment of that size, just to get the project underway is a big deal, let alone the potential of the actual Ring of Fire area. We’re happy to hear it and look forward to what the future holds.”

Wynne was joined by Michael Gravelle, minister of northern development and mines, in Thunder Bay Aug. 21 to announce agreements are in place with First Nation communities in northern Ontario to begin constructing an all-season access road to the mineral-rich region.

Despite no firm funding, no firm users, Grays Bay enters environmental screening

Though there’s no firm guarantee that anyone will use it and no firm guarantee the federal government will put up the cash to pay for it, the ambitious Grays Bay Road and Port Project in western Nunavut will now undergo an environmental screening by the Nunavut Impact Review Board, the project’s backers announced Aug. 24.

The Government of Nunavut and the Kitikmeot Inuit Association teamed up in 2016 to push for the Grays Bay scheme after the Chinese-owned mining firm MMG Canada said their lucrative base metal deposits aren’t viable without a road and port that are too costly for the company to build and run on its own.

In the first phase of Grays Bay, the GN and KIA would build a deepwater port at Coronation Gulf on the Arctic Ocean and a 230-kilometre all-season road between the port and the site of the abandoned Jericho diamond mine. (See map at the bottom of this page.) About 10 to 20 permanent staff would be located at the port site and up to three permanent staff would be located at Jericho. Road and port maintenance costs would amount to around $3 million a year.

Eabametoong, Neskantaga want their say on Far North development 150

Two remote First Nation communities left on the curb by Queen’s Park’s monumental Ring of Fire roads announcement are prepared to erect a stop sign to Far North development.

Leadership from Eabametoong and Neskantaga First Nations are upset with Premier Kathleen Wynne’s “divisive approach” in negotiating agreements with individual communities of the Matawa tribal council as a strategy to run roads into the region with their approval.

In an Aug. 24 news release, Neskantaga Chief Wayne Moonias said he’s prepared to put the brakes to that. “The reality is that all the roads to the Ring of Fire traverse the territory of our nations, and nothing is happening without the free, prior, and informed consent of our First Nations.”

Eabametoong.

“The reality is that all the roads to the Ring of Fire traverse the territory of our Nations, and nothing is happening without the free, prior, and informed consent of our First Nations,” said Neskantaga Chief Wayne Moonias.

Neskantaga and Eabametoong First Nations have been actively working to have their rights recognized by Ontario, along with all 9 Matawa-member First Nations, at the Regional Framework Negotiations and the Jurisdiction Table. Both of these processes are intended by our Nations to be collective, community-driven discussions.

“The announcement is a significant step forward in the development of the Ring of Fire,” Michael Macnamara, chair of the Board, Greater Sudbury Chamber of Commerce, said in a release. “The Ring of Fire has been a priority for the Greater Sudbury business community and the chamber for many years and we are pleased to see this progress.”

The road, announced Monday in Thunder Bay by Premier Kathleen Wynne, will connect the Nibinamik First Nation, Webequie, and the Ring of Fire to provincial roads at Pickle Lake.

Thunder Bay, ON, August 22nd, 2017 – Leaders from Webequie and Nibinamik First Nations are clarifying their position for community members and neighbouring communities today following the recent announcement by the Province of Ontario with Premier Kathleen Wynn.

The two participating First Nations have signed a Joint Community Access Infrastructure Planning Agreement to collaborate on a specific study that could potentially bring a multi-purpose corridor to its communities and the Northern Ontario region. A multi-purpose corridor could connect the two communities to existing regional infrastructure and potential future developments.

The feasibility study of a multi-purpose corridor by the two First Nations will narrow the proposed ten-kilometer wide conceptual routes to a two-kilometer wide route and will determine any environmental constraints and future environmental considerations.

Mining company to work on smelter development while province, First Nations create road infrastructure

Monday’s long-awaited news that the provincial government will help build roads to the Ring of Fire chromite deposit is music to the ears of junior miner Noront Resources Limited.

The provincial government says it’s working with three remote northwestern Ontario First Nations to develop year-round road access that will link the communities to Ontario’s highway system. Noront has a major land position in the Ring of Fire. CEO Alan Coutts said the announcement from Ontario Premier Kathleen Wynne was welcome.

“It’s a very important breakthrough. This is exactly what was needed to de-bottleneck the Ring of Fire development,” Coutts said. While in Thunder Bay, Wynne told the media the environmental assessment will begin immediately and should take much of 2018 to complete. Construction on the roads should start in 2019.

Province says it’s working with Webequie, Nibinamik and Marten Falls on year-round road projects

The provincial government says it’s working with three remote northwestern Ontario First Nations to develop year-round road access that will link the communities to Ontario’s highway system. The partnership between the province, Webequie, Nibinamik and Marten Falls will also facilitate access to the Ring of Fire — a mineral-rich area in the James Bay lowlands, about 575 kilometres north of Thunder Bay — according to the province.

Ontario Premier Kathleen Wynne made the announcement Monday morning in Thunder Bay, Ont., during her first scheduled stop on a day-long tour of the city. The premier was flanked by three of her ministers — Indigenous Relations Minister David Zimmer, Northern Development and Mines Minister Michael Gravelle and Bill Mauro, Ontario’s minister of municipal affairs.

“I’m very pleased to announce today that we have reached an agreement to build a road into the Ring of Fire,” Wynne said. “I’ve looked forward to this particular day coming for some time.”

Province Supporting First Nations Proposal to Build All-Season Access Road

Ontario is taking an important next step toward developing the Ring of Fire, working with Webequie, Marten Falls and Nibinamik First Nations to plan and construct a year-round access road into the proposed mining development site being pursued by Noront Resources Ltd. As part of this project, the province is also working with First Nations to build all-season access roads to their communities.

 

Premier Kathleen Wynne was in Thunder Bay today with the Minister of Northern Development and Mines, Michael Gravelle, to announce that Ontario will support First Nations to plan and construct an east-west road connecting the Webequie and Nibinamik communities to the provincial highway network north of Pickle Lake. This project would provide all-season access to both First Nations communities as well as into the Ring of Fire development.

The province is also supporting Marten Falls First Nation to plan and construct an access road connecting the community to the existing provincial highway network at Aroland/Nakina. Communities are working to begin environmental assessments of these projects by January 2018 and plan to begin construction in 2019, pending all necessary approvals.

Chamber report identifies key infrastructure challenges facing business

A new report released by the Canadian Chamber of Commerce said much work needs to be done to move traffic in major cities, expand broadband networks, improve trade corridors to the U.S., lay down new pipelines, and unlock the North’s potential.

The report’s name – ‘Stuck in Traffic for 10,000 Years: Canadian Problems that Infrastructure Investment Can Solve’ – comes from the estimated amount of the time commuters in big cities spend stuck in traffic every year because of road congestion. The report has corporate sponsors including Telus, Rogers, Ontario Power Generation, Suncor, and various B.C. port authorities and container shippers.

The chamber said the lack of proper infrastructure is wasting Canadians’ time and leading to lost business opportunities. The report identifies seven infrastructure challenges that government must target to keep Canada moving and competitive.

A Senate committee has endorsed a plan to build a northern transportation corridor that would revitalize the Port of Churchill. The banking, trade and commerce committee has embraced a proposal by the University of Calgary’s School of Public Policy to build a 7,000 kilometre east-west corridor through Canada’s north.

“(It) will have as revolutionary an impact on today’s Canadian economy as the coast-to-coast railway did in the 1800s,” the committee said in a news release accompanying its 50-page report on the proposal.

“The idea is to establish a right-of-way that would accommodate highways, railways, pipelines as well as electrical transmission and communications networks.” The right-of-way would tie into existing infrastructure such as the Trans-Canada Highway, the St. Lawrence Seaway and the Port of Churchill.

Transport minister launches national $2-billion transportation infrastructure fund

It’ll be a wait-and-see proposition if Ottawa is finally ready to invest in mining-related transportation infrastructure for Northern Ontario’s Ring of Fire. Federal transport minister Marc Garneau announced some of the details behind the Trade and Transportation Corridors Initiative (TTCI) as part of the government’s “nation-building infrastructure plan” on July 4.

The feds said they’re prepared to spend two billion dollars over 11 years on trade-oriented transportation infrastructure through investments in ports, waterways, airports, roads, bridges, border crossings, and rail networks.Up to $400 million is earmarked to support transportation infrastructure for the movement of people and goods in Canada’s Northern territories under a merit-based program.

Proponents are now being invited to tap into this fund by submitting an expression of interest to support transportation projects. Last March, no mention was made in the federal budget of any kind of investment toward building mining-related infrastructure for the Ring of Fire.

Many Northern Ontarians believe improved and expanded rail service is a solution for several of the region’s transportation challenges. Having worked for more than 30 years inside the rail industry and as a policy advisor to various politicians, I applaud those who intelligently promote a greater reliance on rail. However, if they are to succeed and not burn themselves out in frustration, I have two pieces of advice.

First, ensure your vision is not a fantasy. I have watched numerous advocates futilely promote concepts that weren’t thoroughly researched and vetted before they faced the glare of public scrutiny. Most of these proposals were rooted in the past and only demonstrated that their promoters didn’t realize that time runs in only one direction.

The world has changed and other modes of transportation have risen up to usurp rail’s original crown, which was based on trains being all things to all people. They no longer can be.
